Chemical industry is a traditional pillar industry in China, but also a heavy pollution industry. China's chemical enterprises and parks are mostly built along the rivers, coastal areas and lakes. The process of accelerating the development has increased the pressure on the ecological environment, the health of the masses and social stability in the regional basin. At present, the river lake and the lake have long accepted a wide range of complex industrial wastewater. The environmental hazards of toxic pollutants in some water bodies in China are not optimistic, and some have even affected the ecological health of water and the safety of drinking water in the region. With the rapid development of regional urbanization and industrialization, pollution control in chemical industry will face more severe challenges. It is necessary and urgent to control the effective control of the toxic pollutants in chemical wastewater.

China has long attached importance to wastewater treatment in heavy polluting industries. However, there is still a certain gap compared with the level of governance in developed countries. The key point of the treatment of chemical waste water pollution is still the end treatment. Due to the lack of systematic and integrated measures, such as the control of the source of clean production, the quality control, the process reduction and so on, it is difficult to degrade the toxic pollutants without "firewalls" or "transfer interfaces", and directly into a comprehensive sewage treatment station with biological treatment as the core. Because of the impact and operation of the unit, the effect of control is poor and the time limitation of detection is low. In addition, China's chemical wastewater discharge standard is still based on COD and other comprehensive indicators, lack of biological toxicity and other quality standards. It is difficult to scientifically evaluate the damage degree of water drainage to the ecological environment and human health. Therefore, it is urgent to carry out the research and demonstration of the comprehensive control technology of the toxic pollutants.

Innovation Oriented: research and development of toxic pollutants throughout the control technology to achieve safe emissions

In view of the complex, toxic and difficult degradation characteristics of chemical wastewater, the whole process of "source reduction - process control - terminal treatment" and a systematic idea of "pollution control and resource utilization" were put forward, and the production of contaminants was reduced from the source by the implementation of clean production. High efficiency pretreatment improves the process control ability of toxic pollutants; through upgrading and upgrading of sewage plants, it can effectively reduce the emission of toxic pollutants, reduce the comprehensive biological toxicity of drainage, and ensure the sustainable development of enterprises through the "multilevel" prevention and control of toxic pollutants.

After the treatment of the scientific system, the effluent not only meets the stability standard of the main control indexes of the ecological environment department (COD, ammonia nitrogen, TN, TP, etc.), and the comprehensive toxicity meets the recommended limit of the toxic control of the United States EPA total waste water (EPA/505/2-90-001), which has realized the significant reduction of toxic pollutants and biotoxicity, and supported the improvement of the lake water environment in Hongze. And the ecological safety of water.

Goal orientation: upgrading the new environmental protection industry and supporting the green development of the industry

The effluent of organic chemical wastewater in China is very large and lacks efficient, economical and suitable technology for China's national conditions. A considerable part of the wastewater has not been managed scientifically and economically and effectively, which is the difficult and key point of water pollution control in China. The whole process control technology of the toxic pollutants of fine chemical wastewater developed by the project group is proved to be the practical technology of high efficiency and low consumption in the application of the demonstration project, which provides an important support for the transformation and upgrading of the enterprise industry and the green development.

In order to promote the transformation and popularization of the results, the research group of the Environmental Institute of Nanjing University, relying on the national organic toxicant control and Resource Engineering Research Center, the Nanjing University Yancheng environmental technology and Engineering Research Institute, established the Nanjing environmental protection industry innovation center, the Nanjing Huachang Environmental Technology Research Institute and the Jiangsu environmental incubator. Such as new R & D institutions, high and new technology enterprises and space creation, the first industrial technology innovation strategic alliance of organic chemical industry, "organic chemical pollution control and resource based industrial technology innovation alliance", has been set up, and the "national chemical industry environmental protection and cleaner production seminar" and "chemical industry solid waste and salt content" have been successively held.
